The eighth and most recent session of the Regional Platform for Disaster Risk Reduction in the Americas and the Caribbean was held in Punta del Este, Uruguay, in March 2023. Its theme, “Science and Technology for the Comprehensive Management of Disaster Risk”, highlighted the importance of innovation, data and inclusive knowledge in strengthening and building resilience. The main outcome was the Declaration of Punta del Este, which reaffirmed the regional commitment around the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030.
Through 76 points, the Declaration of Punta del Este emphasises the central role of science, technology, and innovation in enhancing disaster risk knowledge and strengthening its governance. The declaration also highlights the urgency of achieving universal access to multi-hazard early warning systems, advancing risk-informed decision-making, and integrating inclusive knowledge systems, such as Indigenous and local knowledge, into DRR strategies. It further underscores inclusivity and equity, calling for the active participation of women, youth, Indigenous peoples, Afro-descendant communities, migrants, and persons with disabilities in shaping resilience policies.
By promoting regional cooperation, knowledge-sharing, and financing mechanisms, the declaration positions DRR as both a technical and social imperative, highlighting the interdependence of DRR, climate change adaption, and sustainable development across the region.
